Toad has made the grounds of Toad Hall into a theme park where he tells young visitors of his adventures. Everything in his grounds are used to tell the story. A boating lake becomes the river, a toy train ride becomes the railway, his gates and railings - the prison, an ice cream hut - the court and so on. All the costumes were human but with animal characteristics.
